NY State Inspection

The New York State Vehicle Inspection Program was created in order to safeguard the environment from pollution caused by vehicles and ensure that vehicles on the road meet certain safety requirements. Run by the New York DMV, the New York State Vehicle Inspection Program includes both a comprehensive emissions inspection and a safety inspection.

New York Car Inspections

New York requires an annual inspection for both currently registered vehicles and vehicles that have recently changed ownership. Every vehicle is provided an inspection sticker with an expiration date for the vehicle's next inspection. Unlike some states, New York DMV requires vehicles to pass both a safety inspection and a comprehensive emissions inspection. 

These inspections are designed to ensure that the vehicles that travel the roadways of New York are safe to do so and minimize the number of pollutants being released into the air.

The NY state inspection covers a wide range of vehicle safety systems:

  • Seat Belts 

  • Brakes

  • Steering, Front End, Suspension, Chassis, Frame and Wheel Fasteners

  • Tires

  • Lights 

  • Windshield and other glass

  • Windshield wipers and blades 

  • Horn

  • Mirrors

  • Fuel leaks, and fuel system

If you drive a gas-powered vehicle that was manufactured in or after 1996  (1997 and newer for diesel-powered vehicles) with a gross weight  of fewer than 8,501 pounds, an on-board diagnostic system (OBDII) test is also performed. This test links up testing equipment with an OBDII-equipped vehicle’s onboard computer and verifies the results from the vehicle’s onboard emissions diagnostic system. In addition, the test also checks for the operation and illumination of the malfunction indicator light (MIL), also known as the check engine light.  

If your vehicle is showing an illuminated MIL, it will not pass inspection. In addition to vehicle safety systems, the New York Vehicle Inspection Program dictates that the following components must be visually inspected to pass the emissions portion of the test:

  • Catalytic converter (CAT)

  • Exhaust gas recirculation valve (EGR)

  • Positive crankcase ventilation system (PCV)

  • Air injection system (AIS)

  • Evaporative emissions control (EVAP)

  • Fuel inlet restrictor (FIR)

  • Thermostatic air cleaner (TAC)

Penalties for not completing the vehicle safety and emissions inspection on time include a fine of $25 to $50 if the inspection sticker on your vehicle has expired in the past 60 days. If the inspection sticker has expired more than 60 days or if there is no inspection sticker present on your vehicle, the fine is between $50 and $100.
